U.S. ban on Internet gambling...opposed by anti-gambling Republicans

Gambling is the wagering of money or something of...material value on an event with an uncertain outcome with the primary intent of winning additional money and/or material goods. Typically, the outcome of the wager is evident within a short period.


U.S. Rep. Barney Frank, chairman of the House of Representatives Financial Services Committee, said he would introduce a bill next week to overturn a three-year-old U.S. ban on Internet gambling.

The legislation, likely to be opposed by anti-gambling Republicans, would overturn a law imposed during the Bush administration that has hurt U.S. trade ties with the European Union. Frank said the bill was being drafted this week.

"We'll be introducing it next week and I plan to move on it," said Frank, a Democrat, speaking at the Reuters Global Financial Regulation Summit in Washington.

The European Commission, the EU's executive, said late last month in a draft report that a U.S. Justice Department crackdown on European online gambling companies violated U.S. commitments under the World Trade Organization.

But the commission, which oversees trade policy for the 27-nation EU bloc, said it would seek a negotiated solution with the United States rather than file a WTO complaint.

European online gambling firms lost billions of euros in market value after Congress in 2006 made it illegal for banks and credit card companies to make payments to online gambling sites.

Republicans still controlled the White House and Congress when the law was approved. Now, Democrats are in control in both branches of the government, but it's unclear how the Obama administration will handle the issue.

The term gaming in this context typically refers to instances in which the activity has been specifically permitted by law. The two words are not mutually exclusive; i.e., a “gaming” company offers (legal) “gambling” activities to the public.

Netbook Computers might upset the IT

The new netbooks, which use less energy, will run on the low-power ARM processor platform now used in nine out of 10 mobile phones, rather than Intel's x86-based Atom chip. The UK-based ARM Holdings Plc licenses the chip technology.

As many as 10 ARM-based netbook models could hit the market this year, according to ARM, which declined to identify specific manufacturers. Major PC players and Asian contract manufacturers alike are interested, analysts say.

Enderle Group analyst Rob Enderle called the new netbooks "incredibly disruptive," saying: "This is a market that puts the existing PC structure at risk."

While analysts say it's not yet clear if consumers will embrace the ARM devices, interest has been galvanized by the emphasis on power efficiency, prices as low as $200 and the promise of anywhere, anytime computing on PCs small enough to slip into a purse.

What's sacrificed is users' familiarity with PC-based interfaces and systems and sheer processing power. The current $300-$400 Atom netbooks are already mainly good for just surfing the web and less graphics-intensive applications.

Illegal Copies of Vista now MS Word

According to the software giant, the majority of the software being pre-loaded onto new PCs were unlicensed copies of Office and the Vista operating system (OS).The move towards illegal copies of Vista is a change from last year when the software giant found large numbers of the perennially popular Windows XP OS being sold illegally.

“These traders tend to be a bit behind the times but they are catching up with the latest software now,” said a Microsoft representative.

The company said the main aim of its anti-piracy drive is to protect unwitting customers and honest computer shops. It said it will offer consumers free replacement software if they have been duped by sophisticated counterfeit copies.

But Graham Arthur, anti-piracy attorney for Microsoft UK, said: “It’s not always easy to get your money back if you find out you’ve been duped. Having to fork out a second time to replace illegal software is the kind of financial headache no-one needs.”

The 12 traders have all escaped prosecution because they all admitted selling illegal software. The software giant said many of the traders did not realise that they had been illegally hard-loading the software.

Yahoo Microsoft Deal...Again

"I have said many times that we no longer are interested in acquiring Yahoo, but we'd see the potential to create real value by partnering with Yahoo," he said at an industry event in Germany.

"I have said many times that when the time is right I'm sure we will have such discussions and I've said many times I'm not going to tell you when the time is right."

Technology blog All Things Digital reported this month the chief executives of Microsoft and Yahoo had met to discuss potential partnerships between the companies' Internet search and advertising operations. At the time, both companies declined to comment on the report.

Earlier this week, Ballmer said Microsoft was not interested in buying a hardware company following Oracle Corp's proposed takeover of Sun Microsystems.

2009's Virus Attack

Malware, a portmanteau from the words malicious...and software, is software designed to infiltrate or damage a computer system without the owner's informed consent. The expression is a general term used by computer professionals to mean a variety of forms of hostile, intrusive, or annoying software or program code.The term "computer virus" is sometimes used as a catch-all phrase to include all types of malware, including true viruses.

A malicious software programme known as Conficker that many feared would wreak havoc on April 1 is slowly being activated, weeks after being dismissed as a false alarm, security experts said.

Conficker, also known as Downadup or Kido, is quietly turning thousands of personal computers into servers of e-mail spam and installing spyware, they said.

The worm started spreading late last year, infecting millions of computers and turning them into "slaves" that respond to commands sent from a remote server that effectively controls an army of computers known as a botnet.

Vincent Weafer, a vice president, Symantec Security Response, the research arm of Symantec Corp., said: "Its unidentified creators started using those machines for criminal purposes in recent weeks by loading more malicious software onto a small percentage of computers under their control."

"Expect this to be long-term, slowly changing," he said of the worm. "It's not going to be fast, aggressive."

MySpace Loss His co-founder Soon

MySpace is a social networking website with an...interactive, user-submitted network of friends, personal profiles, blogs, groups, photos, music, and videos for teenagers and adults internationally.

Rupert Murdoch's News Corp said on Wednesday that MySpace co-founder Chris DeWolfe will not be renewing his contract and will step down from the chief executive post.

DeWolfe will continue to serve on the board of MySpace China and be a strategic advisor to the company, News Corp said in a statement. It said the decision was "by mutual agreement."

News Corp may be courting a former top executive at social network Facebook to replace the chief executive and co-founder of its top rival MySpace, All Things Digital, a media and technology website, reported on Wednesday.

News Corp's recently appointed digital chief, Jonathan Miller, had been considering getting rid of DeWolfe, Peter Kafka reported on Wednesday afternoon on his Media Memo blog, which is part of All Things Digital.

News Corp officials have been gauging former Facebook Chief Operating Officer Owen Van Natta's interest in replacing him, Kafka reported.

News Corp's Miller is also in discussions with the company's other co-founder, Tom Anderson, about assuming a new role in the organization, News Corp said in a statement. Their contracts are set to expire this fall.

The possibility of DeWolfe's departure was first reported by Michael Arrington on his TechCrunch blog on Tuesday.

A posting on a Yahoo Help page for GeoCities on Thursday said the service was no longer accepting new customers and that it will be closing later this year, with more details about how individuals can save their data coming this summer.

The move comes a few days after Yahoo said it would lay off nearly 700 workers, or 5 percent of its workforce.

Since Chief Executive Carol Bartz took the reins in January, Yahoo has pruned various products and properties to cut costs and focus on fundamentals, as it seeks to revive growth in a tough economy and fierce competition from Google Inc.

Last week, Yahoo said it was shutting down Jumpcut, an online service for editing videos.

Yahoo acquired GeoCities in 1999 in a stock deal valued at roughly $4.6 billion, Reuters reported at the time.

Mobile viruses can spread in two ways

Hotline Reports Of Child Abuse Images...

The Internet Watch Foundation (IWF)..., an organization set up by internet service providers to monitor child sexual abuse Web sites, caused a furore in December when it attempted to block a page on online collaborative encyclopaedia Wikipedia.

But the Internet Watch Foundation (IWF) says it has moved on after the row in December 2008, and claims its quest to eradicate child abuse images from the web is now having real success.

Critics have accused the organisation of being both unaccountable and ineffective. This week the BBC was given unique access to the work of the IWF, as the watchdog tries to fight back.

It's in a house in a quiet village north of Cambridge that the Internet Watch Foundation runs a hotline for reports of child abuse images. It's a job the self-regulatory body was given in 1996, as the internet industry sought to avoid direct control by the police or government.

YouTube announced deals with 11 partners For Movies

In a broadcast on The Pirate Bay's website one of the four defendants, Peter Sunde, taunted the court, holding up a mock IOU note for 31 million Swedish crowns ($3.6 million) followed by the initials "JK" -- Internet lingo for "just kidding."

"That's the closest they're going to get to getting money from me," Sunde said.

International trade body IFPI, which represents some 1,400 record companies across the world, reported earlier this year that about 95 percent of music downloaded in 2008 was illegal.On its website, The Pirate Bay scorned the ruling, calling it a "crazy verdict."

"It was lol (laugh out loud) to read and hear," the message read. "But as in all good movies, the heroes lose in the beginning but have an epic victory in the end anyhow. That's the only thing Hollywood has ever taught us."

IFPI Chairman John Kennedy welcomed the court sentence which he said in a statement provided a "a strong deterrent" against copyright infringement.

"This is good news for everyone, in Sweden and internationally, who is making a living or a business from creative activity and who needs to know their rights will protected by law," he said.

The men linked to The Pirate Bay -- Sunde, Gottfrid Svartholm Warg, Fredrik Neij and Carl Lundstrom -- were charged early last year by a Swedish prosecutor with conspiracy to break copyright law and related offences. They denied the charges.

Companies including Warner Bros., MGM, Columbia Pictures, 20th Century Fox Films, Sony BMG, Universal and EMI also sought damages of more than 100 million crowns ($12 million) to cover lost revenues.

The Stockholm district court said in a statement the four were found guilty of breaching copyright laws and each sentenced to a year in prison.

Communications purporting to be from popular social web sites, auction sites, online payment processors or IT Administrators are commonly used to lure the unsuspecting. Phishing is typically carried out by e-mail or instant messaging.Phishing scams have grown up from the unsophisticated swindles of the past in which fake Nigerian princes e-mailed victims, who would get a big windfall if they just provide their bank account number.

Even as authorities try to stamp out that con and other e-mail and online scams, scammers are getting more wily and finding new loopholes to exploit.The vast majority of e-mail is spam and an unknown percentage of that is meant to defraud. The scale of electronic fraud means that that the criminals can make huge profits even if only a small percentage of people are duped.

Phishing commonly refers to hoax e-mails purportedly from banks or other trustworthy sources that seek to trick recipients into revealing bank or credit card account numbers and passwords.

The U.S. government scored a big victory in November when the web hosting company McColo Corp. was taken offline. Estimates vary, but the Washington Post said that 75 percent of spam worldwide had been sent through that single company.But the spam e-mails offering celebrity diets, cheap printer ink, erased credit card debt and amazing orgasms quickly found a new way to inboxes, according to Google's security subsidiary Postini.

Now spammers use a variety of computers to send out spam e-mails to obscure their origins, meaning that a dramatic McColo-style takedown will be harder to reproduce, said Adam Swidler, product marketing manager for Google's Postini.

And they've largely abandoned scams that are easy to see through -- like the Nigerian prince -- in favor of more sophisticated "location-based spam," which directs the victim to a Web site discussing a local disaster or similar issue. If they click on the offered video, the Web site downloads a virus to the user's computer, Google said in a blog on security.

Tim Cranton, a Microsoft cybersecurity expert, said there was no way to know how much money is stolen. "We don't have a way to estimate numbers because there are so many victims that you're not aware of," he said.

WHAT IS 'SMISHING'?

New technology means new ways to steal. One of the latest is "smishing," which is nothing more than a phishing fraud sent via SMS text messaging.E-con artists are getting more sophisticated in approaching potential victims. One tactic has been to write spam that purports to come from a trusted source, like Paypal.

When Paypal, which is owned by eBay, learned that spammers were using its name, they put a digital signature on their e-mails and asked providers like Yahoo and Google to block any e-mail purporting to come from them which did not have that signature.

"We know how many they throw away and it's approximately speaking about 10 million a month," said Michael Barrett, Paypal's chief information security officer. "If the consumer never sees the e-mail in the first place then it's hard for them to get victimized."

A phishing technique was described in detail in 1987, and the first recorded use of the term "phishing" was made in 1996. The term is a variant of fishing,[4] probably influenced by phreaking,[5][6] and alludes to baits used to "catch" financial information and passwords.

Excluding special items, Google reported earnings of $5.16 per share, beating the consensus estimate of $4.93 reported by Thomson Reuters. After subtracting traffic-acquisition costs, sales rose 10% to $4.07 billion from $3.70 billlion.

However, the results do mark the first sequential sales drop for the online powerhouse, with sales, when not adjusted for traffic-acquisition costs, down 3% from the previous quarter.

Google shares surged $19.52, or 5.02%, to $409.25 in after-hours trading.

IDC also said the global result was slightly better than it had expected, and that PC demand has shown some resilience compared with the previous downturn.It estimated the total global PC market in 2008 was $243 billion.

The firm expects more stable production over the coming quarters, with growth returning around the end of the year.George Shiffler, research director, Gartner, said that there is evidence of restocking of inventory in the distribution channel, but that this should not be interpreted as a recovery in demand.

"It's still unclear if the global PC market has hit the bottom," he added.What is clear is that consumers' move to low-cost laptops--including netbooks--is keeping PC shipments from slipping further. Netbooks shipments remain on track to double in 2009, IDC said.

Top PC maker Hewlett-Packard Co managed to grow overall shipments by 2.9 percent and increase its industry-leading global market share to 20.5 percent.HP also claimed the top spot in the US market from Dell, which had held that position since 1999, IDC said.

Yahoo reports its first-quarter financial

The layoffs could be announced next Tuesday, when Yahoo reports its first-quarter financial results, the newspaper cited sources as saying. Yahoo's last round of layoffs was in December, under former CEO and co-founder Jerry Yang.

The company, which is the No 2 US Internet search provider, finished 2008 with roughly 13,600 employees, down by more than 1,600 employees from the third quarter of 2008.

A Yahoo spokeswoman declined to comment on the reports of further layoffs.

The cuts would come almost two months after Bartz implemented a broad internal management reorganization and as Yahoo explores partnerships to help revive its growth. Yahoo and Microsoft Corp met recently to discuss a deal involving the company's search business, according to a source familiar with the matter who wished to remain anonymous.

Palm Inc is developing the Palm App Catalog for its upcoming Pre handset, while Microsoft Corp is making one for phones that use its Windows Mobile OS.

Not wanting to be left in the dust, BlackBerry maker Research In Motion Ltd unveiled App World early this month, marking a major change from the past, when third-party programs were available for BlackBerrys but not in one convenient spot.

App World will undoubtedly appeal to RIM's growing legion of consumer users, as well as business users with some free time. But with only a fraction of the applications available through Apple's App Store and many fewer than Google's Android Market, App World has a lot of growing to do before it can become a serious contender in the booming smart phone application market. It doesn't help either that starting prices are three times those for Apple and Google programs.

eBay for $350 million

eBay Inc offered to buy South Korean...

online retailer Gmarket Inc for up to $1.2 billion, making it the leader in the world's sixth-largest e-commerce market.

The US online auctioneer said it already secured 67 per cent of Gmarket, as top shareholders including Yahoo Inc and Interpark agreed to eBay's cash tender offer.

Interpark, a South Korean online mall operator, said it would sell its 29 per cent stake in Gmarket to eBay for $350 million, while Yahoo said it was selling its 10 per cent stake. A source familiar with the situation said the sale would result in $120 million in proceeds for Yahoo, and a $52 million pre-tax gain.

The tender price of $24 per share represents a 20.2 per cent premium to Gmarket's latest close of $19.96. Assuming all outstanding shares are tendered, the total purchase price would be about $1.2 billion.

Nasdaq-listed Gmarket runs customer-to-customer market places and has more than 10 million registered users in South Korea. It competes with eBay's South Korean unit, Internet Auction Co. eBay said it would combine Gmarket, which is focused on fashion, with Internet Auction, whose strengths are in electronics and sports goods.

Nokia sales for the first three months

Nokia Thursday reported first-quarter...sales down about 27 percent year-on-year, as sales of mobile phones dropped below 100 million units.

Nokia sales for the first three months of 2009 were €9.3 billion (US$12.3 billion), below analyst expectations of €9.7 billion. Profit was €4 million, compared to €1.2 billion a year ago.

The current environment is exceptionally tough, according to Nokia. Looking forward it expects sales during the second quarter to be about the same or maybe up slightly. Nokia also reiterates that sales volumes for 2009 will drop by about 10 percent, compared to 2008.

The company sold 93.2 million phones during the first quarter, a steep drop from the 113.1 million it sold during the fourth quarter of 2008.

Despite the drop, sales were still slightly higher than expected, according to Carolina Milanesi, research director at Gartner. Although the market remained very challenging the good news today is that it is showing some signs that it is stabilizing, she said via e-mail. She pointed to the fact that Nokia hasn't changed its outlook for 2009.

Nokia highlighted sales of the Nokia 5800 XpressMusic, which came in at 2.6 million units, as a bright spot.

Also, despite the sales drop Nokia's market share has steady at 37 percent over the past two quarters, based on the company's own estimates.

"The bottom line is that although sales were a bit better than anticipated the strain on the market is clearly seen in the financial results with an average sales price that dropped," said Milanesi.

England High rated BT Group Plc Telecommunication

BT backs Tech Mahindra Satyam deal

England High rated BT Group Plc, the British telecommunications carrier that holds 31per cent of Tech Mahindra, said it backed its affiliate's plan to acquire a stake in scandal-hit Satyam Computer Services.

"As a shareholder in Tech Mahindra we support the deal," a BT spokesman said.

BT is also a major customer of Tech Mahindra, which provides software services.

Tech Mahindra said on Monday it would pay more than $550 million for a controlling stake in Satyam Computer Services Ltd, throwing a lifeline to the fraud-hit company and propelling itself into the top tier of Indian outsourcing companies..
